For Yibo Hu, chief risk officer (CRO) of Gibraltar Re and Lotus Re, the Bermuda-based life reinsurance subsidiaries of Prudential Financial, risk management is not a control function operating on the sidelines of the business. It is a strategic capability that enables growth, informs decision-making and helps organisations navigate an increasingly complex world.
That philosophy has underpinned a period of significant transformation since Hu joined the reinsurers in August 2024. Over the past two years, she has led a comprehensive overhaul of the enterprise risk management framework across Gibraltar Re and Lotus Re, introducing new risk metrics, enhanced analytics, improved reporting and a stronger forward-looking approach to risk oversight.
"I strongly believe risk is a business enabler," Hu says. "Risk professionals need to be engaged in strategic decisions, influence outcomes and help the business understand both the opportunities and the risks associated with growth."
Her achievements have been significant given the growth of Bermuda's life reinsurance market and the increasingly sophisticated regulatory expectations for re/insurers.
Among her key accomplishments, Hu introduced new risk appetite and tolerance frameworks, strengthened capital and liquidity stress testing capabilities, built a recovery plan and developed enhanced board reporting that provides a clearer picture of the reinsurers' evolving risk profiles.
Championing technology
She has also championed the use of data and technology within the risk function. One notable initiative was the creation of an investment risk database that captures monthly analytics across asset classes, giving management greater visibility into portfolio risk and supporting investment decisions.
"We now have much greater transparency around the risk profile of our assets," Hu explains. "That allows management to understand how the balance sheet is evolving and to make more timely and informed decisions."
Beyond framework development, Hu has worked to embed risk management into major strategic transactions. In the life reinsurance sector, where a single deal can add billions of dollars of liabilities to a balance sheet, understanding the implications for capital, liquidity, asset allocation and operational capabilities is critical.
"Risk needs to be forward-looking," she says. "It's not enough to understand where you are today. You need to understand what the business will look like under different scenarios in the future and how the decisions you make today will shape that outcome."
Preparation
Her team's work has helped prepare the businesses for significant regulatory developments in Bermuda, including enhanced requirements around asset risk, liquidity management, model governance and private credit exposures. Hu led efforts to ensure the risk framework and reporting processes evolved in line with these changing expectations.
While Gibraltar Re and Lotus Re maintain lean local operations, Hu works across a broad network of risk specialists throughout Prudential Financial's wider organisation, combining local oversight with access to extensive global expertise.
The collaborative approach reflects Hu's own international career journey. Originally from Shanghai, she later studied in New Zealand and Australia before working across London, Europe and Bermuda. Before becoming CRO, she built experience across the actuarial function, product development, capital management, regulation and supervisory roles.
That breadth of experience shapes her view of modern risk leadership.
Holistic view
"A CRO needs a holistic perspective," she says. "You need to understand strategy, regulation, rating agency perspectives, financial performance, operational risk and people. Risk management today is about connecting all those different elements together."
Looking ahead, Hu remains highly optimistic about Bermuda's position as a global life reinsurance hub. She points to the island's economic balance sheet framework, strong regulatory standards and ability to attract capital as key strengths supporting future growth.
She is particularly encouraged by the increasing flow of business from Japan, alongside continued opportunities in the US and Asian markets.
"Bermuda has developed a very mature and thoughtful regulatory regime," she says. "That gives me a high degree of confidence in the long-term growth and sustainability of the market."
Despite the demands of leading a modern risk function, Hu maintains a wide range of interests outside work. A keen traveller who has visited more than 130 countries, she has also been involved in travel writing, sailing, rowing and jazz music. During the Covid-19 pandemic, she co-founded an online education initiative that trained thousands of students in Africa, before later exiting the venture.
The common thread is a desire to learn, contribute and make a positive impact.
"I focus on learning and serving," Hu says. "I'm interested in new challenges and new opportunities to make a difference. Risk management is ultimately about doing the right thing, helping organisations make better decisions and preparing for the future."
Those qualities, combined with her technical expertise, strategic outlook and leadership of a transformed risk function, made Hu a standout choice for InsuranceERM's CRO of the year Americas award.
